He holds a PhD in Public Health from the University of Brasília and currently serves as Secretary for Health Workforce and Education Management at the Brazilian Ministry of Health. He is also an Associate Professor at the Federal University of Paraíba, working in graduate programs in Family Health and Public Health. A physician trained at the Federal University of Rio Grande do Sul, he completed a residency in Family and Community Medicine and holds a Master’s degree in Public Health from the Federal University of Pernambuco. He has held several leadership positions at the Ministry of Health, including Secretary of Primary Health Care, Acting Secretary for Health Workforce and Education Management, and National Coordinator of the More Doctors for Brazil Program.

He holds a PhD in Global Health and Sustainability from the School of Public Health at the University of São Paulo (FSP/USP) (2019), a Certificate in International Health through the Edmundo Granda Ugalde Program of the Pan American Health Organization/World Health Organization (PAHO/WHO) (2015), an MBA in Healthcare Project Management from the Hospital Israelita Albert Einstein (2025), a Master’s degree in Public Health Policy and Services Management from the School of Public Health at the University of São Paulo (FSP/USP) (2013), and a Bachelor’s degree in Dentistry from the Federal University of Ceará (UFC) (2008). He has over 15 years of experience, primarily in the management of health programs and projects, as well as international humanitarian crises. Throughout his career, he has worked with the third sector, the Brazilian Ministry of Health, the International Organization for Migration (IOM/UN Migration), and the Pan American Health Organization/World Health Organization (PAHO/WHO). He also served as Scientific Coordinator and Liaison for South America in partnership with the Centers for Disease Control and Prevention (CDC) and the Brazilian National School of Public Health. In 2022, he was an Assistant Professor in the Department of Public Health at the University of Chicago. He serves as an ad hoc reviewer for FAPESP and as a peer reviewer for the Pan American Journal of Public Health and the journal Ciência & Saúde Coletiva. His areas of expertise include public health policy and management, project management and monitoring, international fundraising, inter-agency coordination within the United Nations system, primary health care, and humanitarian emergencies, including migration crises, disease outbreaks, endemic diseases, and pandemics across Latin America, with a focus on preparedness, surveillance, response, and health system recovery.

He holds a Bachelor’s degree in International Relations from the Catholic University of Brasília, including an academic exchange period at Budapest Business School, Hungary, and a Master’s degree in Public Policy Management from the Federal University of Tocantins. He currently serves at the Brazilian Ministry of Health, where he works on international affairs and public policy management, with a focus on international health cooperation, particularly with MERCOSUR and international organizations such as PAHO/WHO. He has extensive experience in strategic project management, health workforce and education policies, institutional relations, legislative affairs, and the formulation, implementation, and evaluation of public policies for Brazil’s Unified Health System (SUS).
